The research reported in this manuscript is expertly carried out. However, under closer examination, we determined that the manuscript is of interest to a segment of the community working on related issues. In its present form the manuscript is better suitable for a more specialized journal. This paper is worthy of publication but Solid State Communications is not the appropriate venue.
