My classmate is doing this, it sucks

One of my classmate asked me whether i need a illegal certification, several days before.
I refused.
I dont know how could he do it. He is a graduate student!, and he got a good job, while a lot of couldnt!!!

i think there always is a reason why everything exists. now why the illegal ads exist? perhaps the followings can give an explanation. 1st, people or the companies who put the ads cannt afford to put their ads on newspaper,tv or ,radio; 2nd, the context in ads maybe illegal or criminal; 3rd,some people may not konw how to put their ads rightly.
so our governors have something to do. we can issue a cheap paper designed for cheap ads. if the ad is illegal, the police should seek the criminal immediately. and then the concering bureacy should make the idea clear about how to put ads.
apparently，people who  put ads also should be responsible for their ads.
