[交流] 【Discussion】Have you seen some illegal advertisements in your city?

This a report from Chinadaily:
A total of 117 people are being held in Southwest China's Chongqing municipality for forgery as well as defacing road surfaces and the walls of public buildings with graffiti and illegal advertisements, local police said.
From these paragraph you meet two expressions, graffiti (Fei Fa Tu Mo) and illegal advertisement( Fei Fa Xiao Guang Gao). Graffiti is rude, humorous, or political writing and pictures on the walls of buildings, trains. Illegal advertisement is some posts on public places which are used to transfer some commercial information, such as some special treatment for some rare dieases by some secret prescriptions handed down in a family for many generations, and falsifying certificate (Ban Zheng).

The expression of illegal advertisment is sometimes replaced with the two expressions, unauthorized advertisements or flyposting.

Random graffiti and flyposting have become a problem for many cities across the country. Sometimes the telephone numbers of the peoples who work in falsifying certificates were sprayed on the wall neear streets or on the surface of roads. Most of people hate this behavior, but up to now no effective measure has been proposed.

i think there always is a reason why everything exists. now why the illegal ads exist? perhaps the followings can give an explanation. 1st, people or the companies who put the ads cannt afford to put their ads on newspaper,tv or ,radio; 2nd, the context in ads maybe illegal or criminal; 3rd,some people may not konw how to put their ads rightly.
so our governors have something to do. we can issue a cheap paper designed for cheap ads. if the ad is illegal, the police should seek the criminal immediately. and then the concering bureacy should make the idea clear about how to put ads.
apparently，people who put ads also should be responsible for their ads.
