By introducing particle swarm optimization (PSO) algorithm, DEA model can rationally compute the operational efficiency of credit guarantee institutions with multiple inputs and multiple outputs correctly. For illustration, 31 members of a provincial association in China is utilized to show the feasibility of the DEA model in evaluating the operational efficiency of credit guarantee institutions with multiple inputs and multiple outputs. Empirical results show that the operational efficiency evaluation results cannot change with the selection of input indexes and output indexes. The PSO-based DEA model is more robust in evaluating the operating efficiency of credit guarantee institutions and makes the efficiency evaluation more subjectively. © 2009 IEEE. This paper builds a credit guarantee contract model based on the guarantee rate and counter-guarantee measure value. When different risk types of SME accept the same guarantee rate, the counter-guarantee measure value provided by them is equal. When different risk types of SME accept the different guarantee rate, the higher risky SME prefer accepting lower guarantee rate and providing higher counter-guarantee measure value, while, the lower risky SME are just the opposite. Guarantee institute can judge the risk type of SME exactly through SME with different risk selecting guarantee contract, which makes the guarantee contract more scientific and reasonable.
