While the editors may not be scientific experts in all of the papers we handle, we do consider ourselves experts in judging the overall publishability of papers for our journal. It is in the best interest of our referees and authors to engage in anonymous peer review only when we judge that it is reasonably likely to lead to publication. We hope that this early assessment encourages you to improve your paper and allows you to pursue other publication options with minimal delay.
