The promotion of cleaner production (CP) in high polluting industries is an effective way to control heavy metals pollution for developing countries. However, there are more challenges for these countries to develop an effective environmental policy to make enterprises to invest in CP. Even in developed areas of these countries, pollution transfer is still the main way to control the pollution, which causes more serious environmental contamination.
