The main problem with you paper was the complete lack of policy content – in order for the paper to be reconsidered there would have to be major re-working to include that component and this is more in the nature of a complete re-write rather than a revision. If you wish to continue with this paper you should consider reworking the paper and resubmitting it as a new submission with a strong policy element.
