遇到这种编辑回信该如何处理？撤稿还是重投？ 已有10人参与

以下是编辑回信内容(投的是signal processing)： Your paper has been rejected prior sending it to potential reviewers for the following reasons: I am not convinced that this manuscript is well suited for this journal in its current form. Judging from previous work in the field that you reference in the manuscript, there appears to be no related work that has been published in our journal. You are welcome to resubmit this manuscript if you believe that it is suitable for the journal and you can related your contributions to previous work that has recently appeared here. 不知道编辑是毙论文找个借口还是确实因为参考文献没有引用一篇signal processing 上的论文，但是投的论文确实是信号处理方面的。有这方面经验的 同学指点下，是撤稿另投还是修改下重投？ |
