摘 要： 城市供水关系到国计民生，随着社会的进步和发展，水资源需要越来越大，水资源也越来越紧缺。未来，水资源将越来越短缺，对水的争夺也越来越激烈。水的问题已经不仅仅是一个企业经济效益问题，更关乎到地区和国家安全。城市水务企业是直接服务于人民群众的最关切的公用事业单位，具有其特有的特点。一方面，企业的生产成本受市场物价的影响；另一方面，企业来源于水价的收入却受政策的影响和政府的管制。在这种局面下，如何选择有效的经营模式，合理控制成本，同时扩大收入，是每个水务企业--无论来自发达国家还是发展中国家，都需要面临的共同课题。各个国家由于文化背景和社会体制不同，所采取的经营模式也多不相同。诸如欧美国家虽然是私有制体制，但经营模式各不相同，如美国的国有化模式、英国的民营化模式、法国的特许经营模式及德国的社区公有制模式等。对中国而言，过去我们一直遵循的是国有体制，随着市场经济地位的确立，外资水务企业的涌入，经营模式也呈现多样化发展格局。 而经营模式的多样化选择必然导致不同的管理结果。研究不同国度、不同体制、不同文化下的水务企业经营模式，比较分析其中决定企业发展的内在原因，将有益于我们更好的，根据企业实际选择适合自己的经营模式，把握企业发展方向，促进企业增效。 淮阴市供水总公司作为一家省辖市国有独资水务企业，近年来虽然不断创新管理，提升服务，也取得了一定成绩。但随着市场化的日益推进，国有体制下的旧有经营模式诸多弊病日益显现，已难以适应企业的持续发展，迫切需要进行内外部改革改造。针对这一问题，本文从管理学的角度，运用比较分析方法，综合分析了国内外一些具有代表性水务企业的多样化经营模式，结合作者从事水务管理工作实践经验，对该公司经营管理中存在的主要问题进行分析，并结合实际提出解决对策，以推动淮阴市供水总公司进一步转变经营模式，提升管理水平，不断做大做强。同时也为国内其他水务企业的经营和管理提供有益的参考。 关键词：水务企业 经营模式 研究 |

For example, although American and European countries are private ownership system, but they water businesses mode are different, America‘s nationalization model, England's privatization model, France's franchising model and German's Community public ownership model. |

| For china, we were always obeying nationalization model in the past, but because of the foreign water enterprise streamed into the market along with the establishment of market economic, business model has also diversified into development patterns. the multi-option modes result multi-management consequences.
