[交流] japs,拒稿还是大修？

3月2号投的japs,3月14号指定的编辑，然后一直显示assinging reviewers, zuo天就Decision on Manuscript

请问各位只是不是代表委婉的拒绝，说是可以重投，但没有修改意见，（根本就没送审）不知怎么修改？真是郁闷啊
