Defining Rural According to the National Center for Education Statistics, “There are at least three major classification systems used by Federal agencies to classify the urbanicity of particular geographic or governmental units.”The Beal Codes have nine categories. The first three are for metro counties, which can range in population from less than 250,000 to more than 1 million; the next four are for urban areas, which range from 2,500 to 20,000 or more and are broken down by proximity to a metro area; and codes 8 and 9 are for areas that are “completely rural or less than 2,500 urban population” adjacent or not to a metro area.It might be easier to go with the defi -nition on the USDA’s Economic Research Service: “According to offi cial U.S. Census Bureau defi nitions, rural areas comprise open country and settlements with fewer than 2,500 residents.”There’s also REAP/Flex, a designation in NCLB indicating that a district qualifi es for the exception to the 100 percent Highly Qualifi ed Teachers rule. To qualify, a school district must either have fewer than 600 students in average daily attendance or be located in a county with fewer than 10 people per square mile. 根据美国国家教育统计中心对农村地区的定义：“联邦政府根据特定的地理条件以及政府组织机构对农村与城市主要有3种主要的分类方法”，根据 Beal 代码，有9种分法：前三种适用于那些人口在1万到25万的县区，接下来的四种分法适用于2500到20000人口和被某大城市区域划分的的城镇地区，第八和第九种分法是那些少于2500人却又不与大城市毗邻的地区。这和美国农业部经济研究局的定义差不多:"根据美国统计局的定义，农村地区就是居民少于2500人的聚居地”。而且政府还执行了“育童计划”，其表明政府不会让一个孩子在教育方面掉队，每个地区的教师质量都相当的高。要获得办学资格，政府要求学校的规模不准大于600人或是开办在10人/平方公里的人口密度区，此外，在区内所有学校必须位于少于2500名居民的社区。 lz 看看吧 ！！  |
