[交流] 【外语交流】English salon (Week 1)

After establishing the new prefix "外语交流"，We found that the experimental post (http://muchong.com/bbs/viewthread.php?tid=1877009&fpage=1) is constantly popular.
Therefore, we would like to invite everyone to talk about part of our "column rules" as a topic. The content was shown below:

核心定位

外语版定位于“资源为辅，学习交流为主”，希望大家不要过于依赖资源，在交流和快乐中提高英语水平。对此，我想对先行版规进行改革，鼓励精粹资源，对于资源水平要求提高。加大外语交流力度。为提高外语版学习外语氛围，特重新制定版规。

Rules are very simple:
1. You can either translate or discuss the rules.
2. You should wirte in english as this is an "English Communication" prefix~
3. If both your translation or comments are relatively nice, we will give you 2-10 gold coins as a reward.
