论文已经按照comments修改了。这里提到“resubmit your paper as a new submission”，这种情况下cover letter需要写成重投形式的吗？还是可以用第一次投稿的cover letter呢？comments需要逐条回复吗？如果需要，回复是写在cover letter中还是单独写个response呢？
