This standard is formulated with the views to execute Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on Prevention and Control of Water Pollution and Marine Environmental Protection Law of the People’s Republic of China, to control water pollution, to keep surface waters, such as rivers, lakes, canals and reservoirs, as well as underground water in favorable quality, to protect human health, to maintain ecological equilibrium and to promote the development of national economy and urban and rural construction.

1. Subject Content and Applicable Scope

1.1 Subject Content

This standard specifies the maximum permissible discharge concentration of 69 kinds of water pollutions and maximum permissible water discharge of partial industries according to different years.

1.2 Applicable Scope

This standard is applicable to the following aspects, including discharge management of water pollutants in existing companies, environmental impact assessment of construction project, design of environmental protection facilities in construction project and discharge management after final acceptance and operation.

According to the principle of uncross execution of national integrated discharge standard and professional discharge standard, GB 3544-92 is applicable to paper industry, GB 3552-83 to ship, GB 4286-84 to marine industry, GB 4914-85 to marine petroleum exploitation industry, GB 4287-92 to textile, dyeing and finishing industry, GB 13457-92 to meat-production industry, GB 13458-92 to synthetic ammonia industry, GB 13456-92 to iron and steel industry, GB 14374-93 to space propeller, GB 14470.1 - 14470.3-93 and GB 4274 - 4279-84 to ordnance industry, GB 15581-95 to caustic alkali and polyvinyl chloride industry, this standard to the discharge of other water pollutants.

1.3 After implementation of this standard, industries where new professional standards for water pollutant discharge are issued shall execute relevant professional standards for water pollutants according to the applicable scope, and this standard will not apply.
