In most cases it is to the authors' advantage to make changes and submit to another journal. In some cases the reviews are encouraging enough and the issues raised are limited in scope, in which case a resubmission may be appropriate. If you do resubmit, your cover letter must refer to this submission and you must submit, as a supporting document, a response to the reviewers' critiques. |
