主编到底是是什么意思啊？

去年我投了一篇文章到HARMFULA ALAGAE, 好久都没有消息，过去都快一年了，我很失望，也没有管它。刚毕业事情比较多。准备把该篇文章改投呢。主编来了封信如下： Dear ***, I am pleased to confirm that, pending revision, your paper "*****************" will be accepted for publication in Harmful Algae.
