论文即将见刊，Springer出版商来信，有些问题不明白

In order to facilitate the production and publication of your article and before we can send you your proofs, we need your help in answering some questions related to: Open Choice (for a fee or as a result of an agreement between your funder/institution and Springer) if you want to order offprints Springer has arrangements with several funders and institutions, in which the cost费用，成本 for publishing your article as open access with Springer’s Open Choice option is being paid directly from the libraries’ budget图书馆查询系统 预算.
