[交流] 国际期刊编辑怎么能出尔反尔呢？令人气愤啊！

几个月前投一篇论文到elsiever国际著名期刊，审稿结果是：Based on these reviews, Associate Editor recommends that you revise the paper as per review comments and resubmit as a new paper。If you choose to revise and resubmit your paper, please include this original log number (Document not available) when submitting and include a detailed summary of the changes you made in response to the AE and reviewers comments. We will include your previous manuscript's history in its files. The AE may choose to send the paper to the original reviewers so that the continuity is preserved.

然后我把修改后的论文以及Response to the AE and reviewers comments作为新投稿上传了。最近收到那个副主编的信，如下：

please provide a file consisting of only your new submission to XXXX (Without the reply to the referees). Since this is a new submission and not a major revision, I may send your paper to reviewers which are different from the previous ones.

奇怪了，这个编辑之前明明要求我提交Response to the AE and reviewers comments，要送原来的审稿人，并且上次的审稿结果是Revise and Resubmit as New，而现在又让我把Response to the AE and reviewers comments去掉。这个编辑怎么能出尔反尔呢？

送去新的审稿人，这会导致审稿周期变长阿。期刊不推崇着缩短审稿周期吗？

请版上各位大牛说说看，这个编辑为啥出尔反尔呢？另外，我该怎么办呢？再说，论文已经投稿了，那篇论文处于under review状态，我也不能做什么了！非常感谢！
