投稿中的问题

我的文章向Organic letters投稿，但被拒了，还没有进入送审，因为文章不太合他们的口味。现在向JOC投稿请问因如何在COVER LETTER 中表述之前拒搞原因为好。 编辑回信中说道：If substantially the same manuscript has been previously submitted to this or another journal, whether or not it was sent to reviewers, the author should disclose that information in the cover letter.
