I certify that ALL authors are or were bona fide officers or employees of the U.S. Government when the paper was prepared, and that the work is a "work of the U.S. Government" (prepared by an officer/employee of the U.S. Government as part of official duties), and, therefore, it is not subject to U.S. copyright.
