They have made a certain success and created a new model of social security management. However, there are also many contradictions and problems while the commercial insurance to participate in the social security. Therefore, how to resolve these contradictions and problems, then establish a sound commercial insurance participation in the construction of a social security mechanism, is an important issue in front of us. If it is handled successfully, it will do lots of good to creating the new model and improving the efficiency of constructing social security system. By the comparative analysis of the social security system at home and abroad, as well as empirical analysis the many examples of commercial insurance to participate in social security system, this thesis systematically describe the current status of commercial insurance to participate in social security, the main problems, and propose solutions. There are total of five parts, the core content includes the following three aspects: The first part is about the present situation and the main problems occurring when the business insurance participates in the construction of social security system. It will focus on the main area, basic methods, the actual effect gained, the existing problems and handicaps as well at present situation. The second part is about the advanced experience when foreign business insurance participates in the construction of the social security system. It will mainly analyze their experience and ways. It will also involve what they inspired us. The last part is about our thought and advice. It will put forward the fundamental concepts, the key area and related suggestions combining the advanced experience abroad with the conditions of our country.
