三修后重新分配编辑，重新生成编号，这还有必要继续嘛？ 已有3人参与

历经一年多，一次大修，两次小修，第三次只有一个审稿人的三个小问题，第三次回复审稿人的第二天，编辑就给了我以下回复： Congratulations--your submission, has been recommended for further review by the Transportation Research Record Editorial Board. A new manuscript number will be provided once you have uploaded your revised paper. Please upload the revision to https://www.editorialmanager.com/trr/ on or before December 1. The new manuscript will be assigned to an editor who will review the manuscript and your Response to Reviewers to decide on next steps, which may include additional peer review. To upload your revision to the TRR, the Corresponding Author should log into Editorial Manager at https://www.editorialmanager.com/trr/, and go to the "Submissions Sent Back to Author" folder. Select the action "Edit Submission" and follow the system prompts. Please include a Response to Reviewers file - identifying how you responded to each of the reviewer comments, and be sure to highlight the changes in your paper as well. Revise the paper to your best ability; the TRR does not have a word limit, so if the requested changes extend the length of your paper, that's fine. Thank you for submitting your work to the TRB and the Transportation Research Record; we look forward to processing your revision. 这是全部正文了，完全不理解什么意思，求各位大佬帮我解解惑，还有必要死磕嘛？而且这只是个三区的期刊。正常不是直接接受或拒接嘛？为啥要重新换审稿人，还重新编号，这是要再走一遍整个投稿流程嘛？ |
