Journal of lightwave technology被拒，请问我该重投还是换期刊

历时将近四个月，3个审稿人，其中2个都是小修改，另外1个认为缺乏清晰性和概念性，充满了错误。编辑最后决定拒刊。老板建议我修改后重投，我有点想换期刊，怎么弄很郁闷

Upon careful examination of the manuscript and the reviewers' comments with due consideration, I regret to inform you that it is our decision that this paper is not suitable for publication in the Journal of Lightwave Technology. Although we understand that our decision may not be satisfactory to the authors, given the fact that your manuscript has been reviewed by independent experts in the field, extraordinary diligence has been made on this manuscript and we discourage rebuttals unless there is clear and provable evidence for either a severe technical misjudgment or a bias personally against you. (Please note that arguments like “the reviewer has not understood my work or its importance” does not qualify as a valid rebuttal argument, as it is the authors’ responsibility to make the content and technical value of a paper clear to an expert reader.)

Should you decide to significantly re-work and subsequently re-submit your work to the Journal of Lightwave Technology, it is mandatory for you to reference the original manuscript number, as well as to include a cover letter that fully addresses your response to all reviewer comments. Note in this case that since your paper has been rejected and you are re-submitting a new manuscript, the changes to your original manuscript must go far beyond those expected from a “major revision”.
