[交流] 文章别编辑转到其他刊物？录用还是要再审？（重谢）

编辑来信如下：
Your above submission has now been pre-reviewed. Unfortunately it has been judged unsuitable for ****. The Editor suggests that it could be submitted to the Journal of **** for consideration for publication.

Please could you let me know as soon as possible whether you would like us to transfer your submission to ****. If you would like it transferred we can make the transfer online for you. YOu will not need to resubmit.

If we do not hear from you by 30th October 2009 we will assume that you have withdrawn your submission.

注：文章才投了半个月，编辑建议转投的刊物是个不久后出版的新刊物，非SCI

请问
1、has now been pre-reviewed 表示文章被审过还是初步审过？
2、for consideration for publication 是代表会被转过去的刊物录用吗？还要被新刊物审稿吗？
