不是文章收费，是你要申请版权！你综述里引用的别人的图片是有版权的，需要去对应的期刊申请版权，一般情况下申请版权都是免费的，但是每个杂志版权收费情况不一样，一般使用3个以内的图都是免费的，超出责收费。版权应该在发表前获取。
