TCAS-I 拒稿后可以重投吗？

7月份投了一篇TCAS-I，四个审稿人有三个回复意见偏否定。 AE鼓励重投并尽可能完善测试结果。 EiC 9月1日直接给了reject（没有resubmit）。 现在已经把所有审稿人的意见都一一回复了而且论文也修改好了。 可以申诉重投吗？还是转投其他期刊呢？ 不清楚TCAS-I有没有 reject and resubmit 这一项，reject就不给重投的机会了吗？ |
