This journal is a peer reviewed, subsidized open access journal where China University of Petroleum (Beijing) pays for the publishing costs incurred by the journal. Authors do not have to pay any Article Processing Charge or Open Access Publication Fee. Peer review under the responsibility of China University of Petroleum (Beijing).

Publishing options
Rare Metals is a hybrid open access journal. Once the article is accepted for publication, authors will have the option to choose how their article is published:
Traditional publishing model ?C published articles are made available to institutions and individuals who subscribe to Rare Metals or who pay to read specific articles.
Open Access ?C when an article is accepted for publication, the author/s or funder/s pay an Article Processing Charge (APC). The final version of the published article is then free to read for everyone.
Authors may need to take specific actions to achieve compliance with funder and institutional open access mandates. If your research is supported by a funder that requires immediate open access (e.g. according to Plan S principles) then you should select the gold OA route, and we will direct you to the compliant route where possible. For authors selecting the subscription publication route, the journal's standard licensing terms will need to be accepted, including self-archiving policies. Those licensing terms will supersede any other terms that the author or any third party may assert apply to any version of the manuscript.
Fees and Funding
Article-processing charges (APC)
Authors who choose to publish open access in Rare Metals are required to pay an article-processing charge.
The APC for all published articles is as follows, subject to VAT or local taxes where applicable:

这个问题有意思，不过，你的帖子本身有一些硬伤，可以仔细查看下。
1）第二个期刊是混合型期刊，有oa选项，也有订阅模式，不存在你说的中文网站收版面费问题；
2）第一个期刊确实有疑虑，不过，很有可能是编辑部把之前中文版期刊的版面费规则直接放网上了，造成中英文不一致。
可以发邮件或电话问问，不一定是真双标，可能是一次失误；如果对方明确说了是双标，那是问题，所以得先求证。因为正常逻辑不大会这样，一般人投英文的会直接去elsevier那个投稿网站，而刚才那个期刊中文网站的投稿点进去也是editorialmanager的系统，既然不是两个投稿系统，出现区别对待的概率不高，否则是自己砸自己的招牌。
3）问题1传统期刊一般不收，为何国内办的sci收？如果期刊是订阅模式的一般不收apc，至于国内办的英文sci是不是大部分都收apc，这个没统计过，如果和中文期刊一样的办刊模式，收版面费也是可能的。至于原因，很简单，国际期刊大部分是出版集团运营，靠订阅费支撑，而国内期刊基本是办刊单位自己弄，大部分属于研究机构，但办刊需要成本，而这些非盈利机构可能支撑不起这部分费用，所以收费，这是关键。如果想转变，那是一项大工程，需要学术出版行业的整体变革；

ps：最后说个处理期刊疑惑的最简便方法，无论中文还是国外的期刊，对投稿，审稿有疑惑，最好的办法是直接邮件或电话问，网上发帖询问则是最不可靠，因为你不知道回帖的人是不是真的了解，反而对自己带来更多困惑。当习惯了和编辑部沟通，你发现很多事情比你想的简单的多。前几天国外某著名sci网站也是把自己介绍写的有问题，我邮件后，半天就把网站错误改了。
