安全是指无物质危险和无精神恐慌，使其处于自由的状态和措施。一方面是指安全的状态，即免于危险，没有恐惧；另一方面是指对安全的维护，指安全措施和安全机构[1]。从本质上讲，安全就是预知人们活动的各个领域存在的固有危险和潜在危险，并为消除这些危险的存在和状态而采取的方法、手段和行为。安全包含很多方面，有生命安全（毒品、疾病预防、灾难预防）、交通安全（出行环境），生产安全（煤矿及矿山安全、危化品、烟花爆竹安全）、国防安全，网络安全（信息安全）、环境安全(环境污染）、公共安全（公众聚集场所安全）和食品安全等。目前，食品安全的理念已贯穿到经济社会的各个领域中。国以民为本，民以食为天，食以安为先。食物是人类赖以生存和发展的物质基础，也是国家安定、社会发展的根本要求，在任何一个国家，保证食品安全是最基本的安全。 食品安全的危害主要来自三个方面：物理危害、化学危害和生物危害[2]。安全危害源不仅存在于食品的原料、加工、贮藏、流通等环节，更重要的来源之一是环境污染。近年来，水污染问题时有发生，生活饮用水的安全受到严重危害。引用水的安全问题，不仅关系到个人的生命和健康，而且，关系到国家和政府形象，关系到社会的稳定和发展。 |

Security is that one is in a free state and measures without physical hazard and mental panic. On the one hand ,it the states of the security ,that is free from danger and fear; on the other hand, it refers to the maintenance of security ,means safety and security agencies [1]. In essence, the security is to predict the inherent risks and potential hazards in various fields of people's activities , and the methods ,means and behaviors to eliminate the existence and status of these risks . Security covers many areas, such as safety of life (drugs, disease prevention, disaster prevention),travel environment(come-and-go environment), the production (colliery and mine , hazardous chemicals, fireworks ), defense , network ( information ), environmental (pollution), public (public gathering places ) , food ,and so on. At present, the concept of food security has been through to all areas of the economy and society. State Serving the Community, hunger breeding discontent, security is the first face of food . Food is the material base of mankind's survival and development , but also the the fundamental requirement of national stability and social development.In any country, to ensure food safety is the most basic security. Food safety hazards are mainly from three aspects: physical hazards, chemical hazards and biological hazards [2]. Safety hazards source presents at not only raw materials, processing, storage, distribution and other sectors, and more importantly, one of the sources is environmental pollution. In recent years, water pollution problems occur in life seriously endangering the safety of drinking water. Drinking water security issues, not only relate to individual lives and health, but also the image of state and government, and the social stability and development. |
