1.目前我国水污染的现状 环境污染是造成食品安全事故发生的主要因素之一，而在众多污染事件中，水污染事故所占比例最大。据统计，2005年全国共发生环境污染事故1406起，其中水污染事故693起，占全部环境污染事故的49.2%[3]。水的污染有两类：一类是自然污染；另一类是人为污染[4]。目前对水体危害较大的是人为污染。2009年6月5日国家环境保护部发布的《2008年中国环境状况》[5]中指出我国水污染的状况主要有以下三方面： （1）地表水污染依然严重。长江、黄河、珠江、松花江、淮河、海河和辽河等七大水系总体水质与上年持平。200条河流409个断面中，Ⅰ～Ⅲ类、Ⅳ～Ⅴ类和劣Ⅴ类水质的断面比例分别为55.0%、24.2%和20.8%。珠江、长江总体水质良好，松花江为轻度污染，黄河、淮河、辽河为中度污染，海河为重度污染。在监测营养状态的26个湖泊(水库)中，呈富营养状态的湖(库)占46.2%。 （2）全国近岸海域水质总体为轻度污染。一、二类海水比例为70.4%，比上年上升7.6个百分点；三类海水占11.3%，与上年持平；四类和劣四类海水占18.3%，下降7.1个百分点。四大海区近岸海域中，黄海、南海近岸海域水质良，渤海水质一般，东海水质较差。与上年比较，渤海湾、长江口、珠江口和北部湾一、二类海水比例上升10%以上。 （3）饮用水的安全问题。农村生活污染加剧，面源污染加重，工矿污染凸显，饮水安全存在隐患，呈现出污染从城市向农村转移的态势。 |

The environment pollution is one of the main factors which incur accidents of the food safety. Among numerous pollution accidents, the proportion of accidents of the water pollution is the largest. Based on records, there were total 1406 accidents of the environment pollution happened across the country in 2005. 692 accidents of them were from water pollution, which took a proportion of 49.2% of total accidents of the environment pollution. There are two kinds of the water pollutions. One is the nature-type water pollution and another is the man-type water pollution. The man-type water pollution is at present more dangerous to water. According to “The Environment State of China in 2005” issued by The Department of Environment Protection of China on June 5, 2006, there were mainly 3 aspects regarding the water pollution state of our country: 1. The pollution of the shallow underground water was still serious. The overall water qualities of 7 main water systems of Yangtze River, Huang River, Zhu River, Songhua River, Huai River, Hai River and Liao River maintained the same as that of last year. Among 409 crossing sections of 200 rivers, the proportions of the crossing sections with the water quality of class I~III, class IV-V and inferior class V were, respectively, equal to 55.0%, 24.2% and 20.8%. The overall water qualities of both Zhu Rvier and Yangtze River were good. Songhua River was lightly polluted. Yangtze River, Huai River and Liao River were moderately polluted. Hai River was heavily polluted. Among 26 lakes (reservoirs) where the nutrition states were monitored, the proportion of lakes (reservoirs) which showed the rich nutrition states was equal to 46.2%. 2. The quality of the sea water closing to the continent of the country was overall lightly polluted. The proportion of sea water with the water quality of class 1 and 2 was equal to 70.4%, which was larger than that of last year by 7.6 percentage points. The proposition of the sea water with the water quality of class 3 was equal to 11.3% which was equal to that of last year. The proportion of the sea water with the water quality of class 4 and inferior class 4 was equal to 18.3% which was less than that of last year by 7.1 percentage points. Among the sea regions closing to the continent in four large sea areas, the sea water qualities closing to the continent in both Huang and South sea regions were high. The sea water quality in Bo sea was normal. The sea water quality in East sea was worse. Compared with that of last year, the proportion of the sea water with the sea water quality of class 1 and 2 in Bo gulf, Yangtze portal and Zhu Jiang portal and North gulf increased above 10%. 3. Aspect of the safety problems of drinking water: Pollution of the rural life became much worse. Pollution of area sources was increased. Pollution of factories and mines became prominent.
