[求助] Ieee的一个trans的一审拒稿重投，鼓励重投，求助各位虫友帮看看重投后希望大吗？ 已有3人参与

一审从投稿到收到建议大概4个月。返回来的只有一个decision letter。我把内容大致列在下面，请各位虫友帮我看看： 这是主编说的：I have now reviewed the recommendation of the associate editor and reviewer comments on your manuscript xxxx entitled "xxxxx" which you submitted to the IEEE Transactions xxx. On the basis of this information, your manuscript cannot be accepted in its current form for publication in the IEEE Transactions on xxx. I encourage you to consider the comments and resubmit the paper as a new submission. Authors are given 90 days to resend the manuscript. There is no guarantee that your resubmitted manuscript will go back to the same reviewers. 然后副主编可能也作为reviewer之一给了一些建议，最后一句写了做出决定的原因是：Many of the corrections suggested above and by the reviewers must take a long time to be incorporated in this manuscript and, for that reason, I don’t believe this paper can be accepted yet. 两个reviewer从decision letter里看不到具体的意见，其中一个开头提了The paper proposed a xxxx. The results of experiments on the xxx are presented. However, the paper has several technical and methodological issues, which must be addressed before it could be considered for publication. More details about implementation must be provided to ensure the replicability of the proposed approach. 然后具体的意见第一条说The novelty of the study is not clear. xxxxx，然后是The authors must explicitly state their innovation in the research field and difference from previous works.其余的7条建议比较具体说了文章的一些问题和疑问。 第二个reviewer直接列出来8条建议，没有开头概述评价的内容。 请教各位虫友，这样的情况一般仔细修改后重投回去中的概率大吗？有必要换投吗？@Monash2011
