IEEE trans拒稿重投前需要给主编发邮件吗？

笔者投稿IEEE transactions on Intelligent Vehicles. 两个审稿人，一个大修，一个小修，主编给了拒稿重投，并附上如下回信 “Reviewer Comments concerning your manuscript have been obtained and are copied below. Based on the attached reviewers' comments, we will not be able to publish your manuscript in our transactions. However, I believe the topic of your paper is interesting and beneficial to TIV, therefore I would like to invite you to revise thoroughly according to our review reports, and resubmit your revision as a New paper.Sample Text Our new review process will be much fast and of higher quality, a first decision should be reached in 3 weeks and 2 weeks for the sequential revision. ” 我已经按照要求修改完毕并发给主编了，如今已过去10天，尚未收到主编回复 那么请问下一步如何操作？ （1）继续等待直到回复，然后才重新在系统上提交？ （2）直接在系统上重新提交？ 谢谢！ |
