重复率高修改后重投

Please amend the manuscript and resubmit the manuscript at the earliest. 查了下主要是重复自己之前发表的论文，修改后重投又收到同样的这段话，网上自己iThenticate查重是17%。可是再次提交后仍然收到这个信，求大佬指点是哪里有问题。。。: 请问大家这是让修改后重新投递的意思么，(还是说杂志默认是拒稿的意思呢，而且不知道为什么网上自己查的iThenticate查重和杂志社自己的查重结果差好多 |
