I am sorry to have to inform you that the editor's decision is that this paper is not suitable for publication in the journal. ------------------------------------------------------------------- Editors' Note: This is an interesting case study, but the paper provides insufficient detail for a submission to JOS.  The model, experimentation and results need to be described in more detail.  Further to this, we would look for a discussion about what this case study tells us about how to improve simulation practice, or in what way this case study is a novel application of simulation.
