[求助] 版面费支付银行转账问题已有1人参与

最近投了一个国外期刊science and technology of energetic materials（日本期刊），已被接受，要求支付版面费，收但是在信息中并未提供银行账号，而是提供了一个网上支付的网站。我进入网站以后，选择银行转账，但是转账提供了银行信息，但下面附了一行小字
We do not accept any transfers from overseas. They will be refunded after deduction of transfer fees.
这个意思是不是国外的不能通过银行转账啊，那其他有什么办法啊？这个是需要银行转账的，因为需要报销拿到银行记录，在学校报销。我和编辑部一周前就开始联系，但杳无音信，也不回我，不给确定的答复。各位虫友有遇到这种情况的吗？有什么解决办法吗？
