D - This paper needs a major revision before acceptance. In particular, the authors should consider the following comments:
Comment The paper is written in a bad English. There is no connection between the issue and construction project. You should present first of all what is special in tendering construction project. We can replace the word construction with opening a store or even R&D and all your paper will say valid (except the mistakes) .
In tendering the best strategy of the owner is the second high price win. There is no reference to it at all. All the English references are more that 10 years old. The assumption that each bidder's costs are subject to an independent [0,1] uniform distribution is not clear and wrong. Usually in construction the competitors knows quite well the costs and for sure it is not uniform distributed. The mathematics in section 4 (modeling ….) has many mistakes Try to be precise and use only symbols that were defined. About the example – you should explain who is paying and what do you mean self expenses to develop innovation. The example is not using anything from the model defined before

Grade B - This is a suitable paper for this conference. Minor improvement can be done in terms of organization/language/review etc. The authors are advised to check the paper thoroughly and improve it a bit.
Details:
The authors should provide relevant literature to support that the four influencing events can be used to construct ***.

Grade D - This paper needs a major revision before acceptance. In particular, the authors should consider the following comments:
Comment 1. Major revision is required to improve the paper structure and its readability.
2. Language problems and confusing sentences.
Example: “Parameter transferring path complexity analysis thus convenient to make full use of customized information to design individual customization product so as to increase the rationality and efficiency of parameter valued because each parameter transferring process shows a distinct complexity characteristic of parameter information.”
