IEEE trans的审稿意见revise and resubmit

等了近10个月终于回来了审稿意见，主编的意见如下： In summary, the AE's recommendation was for a major revision of the work based on a similar disposition of multiple reviewers. I suggest that you review the comments below. Having said this, I think a revision of your work could result in a manuscript meriting further evaluation by the journal. Thus I encourage you to submit a revision. Please submit your revision as a REGULAR PAPER through the ScholarOne Manuscripts. Please go to your Author Center, click on the Manuscripts with Decisions link, and follow the instructions to create/upload the revision. Please include an author response letter listing all comments and detailed statements describing how they were addressed. Please submit as a supplemental file a version of the manuscript where all changes from the version xxxx are highlighted. I would like to point out that every paper accepted to must be written without spelling and grammatical errors. Related to this, recommends a professional editing services company. See hhttps://www.aje.com . If you have any doubts about the use of English in your manuscript, please contact this editing services company. Please be sure that you understand the rules governing OVERLENGTH PAGE CHARGES discussed in the Instructions for Authors or on the Transactions website. A mandatory overlength page charge will be required for each page in excess of 10 IEEE-formatted pages for regular papers if accepted for publication. I ask that you prepare and submit your revision within one month (30 days) from the receipt of this decision in order that we may publish research results in as timely a manner as possible.
