[求助] electrochimica acta 审稿意见回复已有3人参与

各位虫友，大家好：收到编辑的回复意见如下，其中编辑说到要具体说明为什么要投EC，而不是材料类杂志，我是直接在回复审稿人意见时说明，还是要提前写封信说明，或者在论文提交系统里说明？
