[交流] IEEE Trans on Cybernetics状态变为Awaiting EIC Decision

12月18号投稿的，3号变为Awaiting EIC Decision的状态。希望编辑，副编辑和审稿人给一个修改的机会。

出结果了。Reject & Resubmit 五个审稿人，一个接收小修，三个大修，一个reject。AE意见：四个审稿人的意见应该在修改稿中提交。
