IEEE Youth Conference on Information, Computing and Telecommunications "Microsoft Cup" IEEE China Student Paper Contest Beijing, China Sept. 20-21, 2009 In order to celebrate the 125th Anniversary of the IEEE and promote the technical activities of young IEEE members, the IEEE China Council, the IEEE China Office, the Graduate University of the Chinese Academy of Sciences(GUCAS) and Microsoft Research Asia(MSRA) jointly organize The IEEE Youth Conference on Information, Computing and Telecommunications (IEEE YC-ICT 2009) to be held in Beijing on 20-21 September 2009. The conference will feature a Microsoft Cup IEEE China Student Paper Contest sponsored by MSRA. The Conference covers all aspects of Information, Computing and Telecommunications, from underlying technologies to applications, from theory to practice. All papers submitted by Chinese students (undergraduates and postgraduates) will automatically join the Microsoft Cup IEEE China Student Paper Contest. The conference is planned to be held annually and rotated in respective IEEE Section in China, and the 2009 conference organizer is IEEE Beijing Section. In submitting a manuscript to YC-ICT09, authors acknowledge that no paper substantially similar in content has been or will be submitted to another conference or workshop during the YC-ICT09 review period (July 16, 2009 Aug 15, 2009). Papers accepted by the conference will be published in IEEE proceedings and indexed by the engineering index (EI).
