还常有人问这个问题。会议是为了交流，通过交流与讨论，修改扩充文章，鼓励投到杂志（发表）。IEEE版权上写的（看最后一项）将内容放在新出版物里发表，作者可以，但第三者不可以。 http://www.ieee.org/web/publications/rights/copyrightmain.html RETAINED RIGHTS/TERMS AND CONDITIONS 1. Authors/employers retain all proprietary rights in any process, procedure, or article of manufacture described in the Work. 2.
