同时，随着江苏省秸秆直燃发电发展很快，多个秸秆直燃发电项目通过政府部门的审核，兴建或投产。在苏北农业大县，项目分布过度集中，使得各自的秸秆收集半径重叠，秸秆等生物质的可获得量减少，秸秆收购价格不断上涨，从06年初的150～200元/吨，到目前的300～350元/吨，加上秸秆的管理与自耗，秸秆等燃料的入炉价格会会更高。秸秆直燃发电项目的燃料成本很高，发电成本很高，而电厂的上网电价却没有相应地增加，秸秆直燃发电项目的经济性较差。 国外的生物质发电是在不同的政策激励和扶持下逐渐发展起来，并形成了目前蓬勃发展的生物质发电产业。国外鼓励生物质发电发展的政策主要体现在价格激励、财政补贴、减免税费等方面。 在我国，《可再生能源法》明确指出要制定激励可再生能源发展的税收优惠政策和贷款优惠政策。国家通过资源综合利用等途径，给予了风电增值税减半征收，城市生活垃圾发电增值税即征即退的优惠政策。尽管国家明确规定，秸秆直燃发电应该享受财政税收等优惠政策，但是至今相关政策未出台。根据《可再生能源法》规定要求，财政部设立了可再生能源发展专项资金，出台了《可再生能源发展专项资金暂行管理办法》，但如何申报资金、优惠政策幅度多少等没有明确提出。同时，该办法将风电、太阳能及海洋能发电作为重点补贴对象，而没有明确将秸秆直燃发电列为补贴范畴。所以当前国家对秸秆直燃发电项目的扶持没有到位。 |

国外的生物质发电是在不同的政策激励和扶持下逐渐发展起来，并形成了目前蓬勃发展的生物质发电产业。国外鼓励生物质发电发展的政策主要体现在价格激励、财政补贴、减免税费等方面。 The oversea biologic stuff power generation develops gradually inspired and helped by different policies, and forms prosperously biologic stuff power generation industry.The encouraged policies on biologic stuff power generation are reflected mainly in the price incentives, financial subsidies,reduction of taxes and fees and so on. |

According to the requirements of "renewable energy law", the Ministry of Finance set up a special fund for renewable energy development and make a policy of "renewable energy development in the provisional management of special funds" .However, how to declare funds and the range of the preferential policies are not clear. |
