（1）生物质－煤炭混燃发电模式 生物质－煤混合燃烧发电技术，由于难以准确计量等问题，在国家发改委2006年1月出台的《可再生能源发电价格和费用分摊管理试行办法》中规定“发电消耗热量中常规能源超过20%的混燃发电项目，视同常规能源发电项目”，即生物质混燃比例必须超过80%才能享受政府的补贴电价。 从技术角度上看，试行办法中提到的混燃发电项目与国际上通常讲的混烧发电不是一个概念，基本属于生物质纯燃的范畴，添加20%以下的常规能源是为了助燃和稳燃。然而，这一规定从政策上否定了欧美试行成功的20%以下生物质与煤炭混燃技术是可再生能源发电技术组成部分的看法，不利于生物质－煤炭混燃发电技术的发展[ ]。 （2）生物质气化发电模式 生物质气化发电案例在试运行期间一直未能享受到0.25元/kWh的补贴，其原因是：按照《可再生能源发电价格和费用分摊管理试行办法》的规定：2005年12月31日前获得政府主管部门批准或核准建设的，不在享受优惠政策范围之内。该厂是在2006年1月1日之前审批、建成与投产，因此不符合财政补贴条件。该案例试运行期间，最初的临时上网电价为0.555元/kWh，后经过厂方不断申请，在2006年12月20日上网电价调整为0.585元/kWh，调整的原因是江苏省物价局根据该电厂在试运行期间的费用开支情况审核后而做出的电价调整，并不是生物质发电的电价补贴。 |

The model of biomass-coal mixing combustion for electricity-generated This technology for power generation, biomass-coal combustion, as difficulty in accurate measurement, etc., so that National Development and Reform Commission, on January 2006 introduced the "draft of renewable energy management price and cost-sharing" which indicates the mixed fuel power generation projects will be consider as conventional energy power projects if its energy consumption takes amount of 20% or more to conventional energy sources. In other words, the proportion of biomass fuel in mixed fuel reaching more than 80% could obtain electricity price subsidy from government. From a technical point of view, there is distinction between the draft referred to the mixed fuel power generation projects basically belonged to pure biomass burning with addition of less than 20% of conventional energy in order to burn and keep stable and international counterpart.
