[交流] 请有经验的帮忙看看这是怎么回事

我在一个中文刊物上投了一篇文章，并被SCI收录。今天收到一封来自墨西哥的信，见下。看得我是稀里糊涂，约稿不像约稿，交流不像交流。最后用的好像是西班牙语，看不懂。麻烦大家帮忙看看。
