大神帮忙看看这篇文章可以降重后再投吗？还是编辑说的客套话 已有3人参与

前几天刚投了一篇环境2区的论文，今天被拒绝了，应该是重复率过高（extremely high number of CrossCheck Report）？然后说了一些话，请教各位大神，这样的可以降重后重新投吗？还是编辑的客套话？ 附原文： After careful review by the editors and experts in the field, we regret to inform you that we are unable to accept your manuscript for publication in Ecotoxicology and Environmental Safety.
