［摘要］产业基金作为一种创新型的金融投资工具，对促进产业结构升级、培育多层次资本市场、完善公司治理结构、推动中小企业发展和推动高新技术发展都有巨大的作用。美国、欧洲、日本等发达资本主义国家和地区的实践经验已经充分证明了这一点。目前，中国的产业投资基金仍处于试点阶段。为了借鉴美国的成功经验，加快我国发展产业投资基金的步伐，本文从介绍美国产业基金的发展现状和运作流程着手，深入分析美国产业基金的发展特征，总结其中的经验，然后将中国产业基金的发展与美国进行对比，找出制约中国产业基金发展的深层原因。最后从明确政府的科学扶持职能、积极培育产业基金的投资者、建立和完善产业投资基金的退出渠道等多方面提出促进我国产业投资基金发展的对策。 ［关键词］美国产业基金；中国产业基金；启示 |

Abstract: As an innovative tool for financial investment, Industry Investment Fund plays an important role in facilitating the upgrading of the industrial structure, nurturing a multi-level capital market, optimizing corporate governance structure and promoting the development of small and medium-sized enterprise, as well as the development of high and new technology. Some evidences from developed capitalist countries and regions, such as United States, Europe and Japan, have fully proved this point. Currently, Industry Investment Fund in China is still in the pilot phase. In order to learn from the successful experience in United States and accelerate the pace of Industry Investment Fund in China, this study introduces the current status and operation procedure of Industry Investment Fund in United States, analyzes in depth the characteristics of Industry Investment Fund in United States, summarizes the experience and compares the Industry Investment Fund in both China and United States to find out the reasons restricting the development of Industry Investment Fund in China. Finally, this study provides some suggestions on how to make the scientific supportive functions of government clear, actively nurture the investors of Industry Investment Fund, establish and improve the outflow channels of Industry Investment Fund, to promote the development of Industry Investment Fund in China.
