主编是：based on the enclosed set of reviews, i must reject the manuscript for publication in the ieee transactions on circuits and systems for video technology at this time. however, a new manuscript may be submitted as a resubmit, which takes into consideration these comments. resubmissions must be submitted within one year (365 days). ae： all the three expert reviewers are completely unanimous in recommending this manuscript as major revision. basically, i like the paper in its motivation, idea, and organization. however, some key technical contributions were not convincingly depicted and demonstrated, as pointed out by the reviewers. so, i would ask the authors to prepare a sufficiently revised version for the next round of review. 有两个审稿人都提出了我该删一些图并增加一些对比试验 这些图我都删掉了对比实验也增加了 但是有一个审稿人 对于一些我提出的新概念有疑惑，用不用在论文中重新写一段来解释还是写个reponse回复审稿人就行了 这种重投的概率大吗 ae说审稿人给了大修 但是我这面看不到审稿人给的状态 |
