[交流] 国家自然科学基金委员会监督委员会

国家自然科学基金委员会监督委员会（以下简称“监督委员会”）收到来信，反映贺海波、吴理茂等人的论文可能存在学术不端的行为。

　　贺海波，原浙江大学教师；吴理茂，原浙江大学教师，国家自然科学基金项目（NO.30500661）负责人。

　　经调查核实，贺海波作为第一作者，吴理茂作为通讯作者发表的四篇标注科学基金项目（NO.30500661）资助的论文存在严重的学术不端行为，具体情况如下：
　　论文1： He Haibo, Yang Xianzhe, Shi  Mengqiong, Zeng Xiaowei, Wu Limao, Li Lianda, Comparison of cardioprotective effects of  salvianolic acid B and benazepril on large myocardial infarction in rats，Pharmacological Reports 2008,60,369-381 存在抄袭剽窃、编造数据以及一稿两投（论文1和论文3互为一稿两投）的行为。
　　论文2：He Haibo, Shi Mengqiong, Zeng Xiaowei, Yang Jun，Li Yikui, Wu Limao, Li Lianda, Cardioprotective effect of salvianolic acid B on large myocardial infarction mediated by reversing upregulation of leptin, endothelin pathways, and abnormal expression of SERCA2a, phospholamban in rats，Journal of Ethnopharmacology 118 (2008) 35-45存在抄袭剽窃和编造数据的行为。
　　论文3： He Haibo，Shi Mengqiong，Yang Xianzhe，Zeng Xiaowei, Wu Limao, Li Lianda, Comparison of cardioprotective effects using salvianolic acid B and benazepril for the treatment of chronic myocardial infarction in rats，Naunyn-schmiedeberg’s Arch Pharmacol(2008) 378: 311-322存在抄袭剽窃、编造数据以及一稿两投（论文1和论文3互为一稿两投）的行为。
　　论文4： He  Haibo,  Shi  Mengqiong,  Zeng  Xiaowei, Yang Xianzhe, Wu Limao, Li Lianda, Decreased FKBP12.6 expression and enhanced endothelin receptor signaling associated with arrhymogenesis in myocardial infarction rats，Phytother. Res. 22 1115-1124 ( 2008) 存在抄袭剽窃和编造数据的行为。
　　科学基金项目（NO.30500661）负责人吴理茂将其中的两篇文章（论文3和论文4）作为研究成果提供在2007年度《资助项目进展报告》中。另外，吴理茂作为第一作者发表的两篇标注该基金项目资助的论文为一稿两投，分别为：
　　论文5. Wu Limao, Qiao Hongxiang, Li Yikui, Li Lianda, Protective roles of puerarin and Danshensu on acute ischemic myocardial injury in rats，Phytomedicine 2007 Oct; 14(10):652-658
　　论文6. Wu Limao, Qiao Hongxiang, Li Yikui, Li Lianda， Cardioprotective effects of the combined use of puerarin and Danshensu on acute ischemic myocardial injury in rats，Phytother. Res. 21, 751-756(2007)

　　监督委员会全体委员会议认真研究了调查报告和相关材料，认为贺海波作为第一作者发表的标注科学基金资助（NO.30500661）的文章存在恶性学术不端行为，造成了严重负面影响。吴理茂作为基金项目负责人和上述论文的通讯作者，负有不可推卸的责任。根据《国家自然科学基金委员会监督委员会对科学基金资助工作中不端行为的处理办法》（试行）第十七条第四款规定，监督委员会决定撤销该科学基金项目（NO.30500661），并取消贺海波科学基金申请资格7年（2009-2015年），取消吴理茂科学基金申请资格5年（2009-2013年）。
