会议论文后收到邮件鼓励接着投SCI，想请问相关知识

我刚投了一篇会议论文，会议结束之后给我发了一份邮件，以下是邮件大致内容： I am writing regarding your paper to inform you that the Committee encourages you to submit an extended version of the paper to IEEE Access Special Section According to the publisher’s rules, the overlapping between the conference paper and the new manuscript should be less than 35%. The extended manuscript will be subjected to peer review process and handled as an original submission. Thus, this invitation does not guarantee that the paper will be accepted for publication in the journal. Please note that IEEE Access is an open access journal, so publication fees are to be paid. The submission deadline is January 31, 2019. 我想请问下知识渊博的虫友们，是所有该会议的论文都会收到这种邮件还是部分比例的论文才会有？ 从这个通道投过去的论文是否中的几率会稍大一点？投过去之后大概需要多久才会收到结果？ |
