请问投了BECT后给了一个negotiable rejection 之后修改了再提交一直被退回？

如题，修改后的稿件以新稿件的方式投过去了，总是被同一个理由退回给我，这是退回的邮件，格式我已经改了很多遍了，不会有问题，哪位知道到底怎么回事啊？跪求，已经第六次被退回了 Your submission entitled "Rapid Determination of Cyanogen and Hydrogen Cyanide remained in Soil by Headspace–Gas Chromatography–Mass Spectrometry" has been received. Before we can further process it, you are kindly requested to perform the below changes: As per the recent update in the journal, the submissions to BECT should not exceed 11 pages, including the metadata and cover letter. Please modify the text accordingly and re-submit your paper. Please also note that manuscript should meet the following criteria: It must be in good, idiomatic English and must not exceed 8 single spaced pages, including figures, tables, and references. In the transmittal/cover letter, authors are required to recommend the names of at least two manuscript reviewers not affiliated with the authors' institutions. Manuscripts without a transmittal letter and reviewer recommendations will be returned. Authors must describe the novelty or significance of their study and provide reason(s) for publication in BECT.
