德国访学一年，要不要交广播电视费

租住德国学校guesthouse，邮件中说， Please note if the rental period is more than six months and/or you have registered by the local citizens office, you must register radios, TVs and any computers capable of receiving broadcasts with the licence fee collection service (ARD ZDF Beitragsservice). A fee is charged for using these devices. You must pay this amount byself. For more information please visit the ARD ZDF Beitragsservice website. 他意思是说，如果住超过6个月或者在当地的市民管理部门注册，就要交这笔钱。 而我整好打算在这个城市住6个月，再到德国别的城市访问6个月。那我还用交这笔钱吗？ 他说的“在当地的市民管理部门注册”是什么意思？这个和居留证就有关系吗？ 另外，是不是应该到了德国就立即办理居留证？ |
